Concerning an engine dress up kit, I have seen some paint finishes referred to as "crinkle paint" and "wrinkle paint." Are they one in the same or two different finishes? Also and more importantly, is a wrinkle finished piece of steel resistant to rust?

Wrinkle and crinkle are the same. Any paint will help resist rust. Some paints are specifically for that though. It doesn't say anything about the paint formula you're getting being a rust protector, just it's texture. As long as the paint stays on the metal, it will do its job. Crinkle finish may hold more grime build up than a smooth finish.
