A question about HF antennas (calling all Hams)?

Ive been considering a few ideas for a simple low-gain HF antenna.....Either a 1/4 wave monopole with ground radials or a 1/4 wave dipole (i don't have a lot of room)........Im going to be running around a 100 watts on a old tube Heathkit transmitter on 28 mhz (only 28 because im only a technician so i have nothing in the 29 mhz range).........I guess my question is which antenna is better for my application (im thinking medium range communication and DX because 10meters isnt popular in my area).......also i have another question.....i have a loaded cb antenna.....its only a few feet so i assume its 1/4 wave......because the cb frequencies are close to the 10 meter frequencies im going to be operating on, i was curious about the performance of this cb antenna ON the Amateur frequencies.....i know its performance would suffer a little bit because its not tuned to the 10 meter band (and i dont want to modify it)......so would it be possible?
